Any material change of use or reconfiguring a lot, which would affect any part of a lot that:

1. has a natural ground level at or below the 20m AHD contour, and
2. results in:
   1. excavating or otherwise removing 100m3 or more of soil or sediment at or below 5m AHD, or
   2. within land at or below 5m AHD and filling with 500m3 or more of material with an average depth of 0.5m or greater.

Operational works not associated with a:

1. material change of use, or
2. reconfiguring a lot, where the work is proposed on any part of a lot that:

1. 1. has a natural ground level at or below the 20m AHD contour, and
   2. results in:
      • excavating or otherwise removing 100m3 or more of soil or sediment on land at or below the 5m AHD contour, or
      • within land at or below 5m AHD and filling with 500m3 or more of material with an average depth of 0.5m or greater.

No change to level of assessment except:

1. impact assessment if involving physical intrusion by any structure, building, equipment relating to development or gaseous plume above the defined level of the:
   1. Obstacle Limitation Surface (OLS) (Inner and Outer)
   2. Transitional Surface
   3. Approach and Departure Surface, or
   4. code assessment if within the ANEF 25-30 or ANEF 30-35 contour.

Any material change of use if exempt or self–assessable within the relevant zone for the following:

1. animal husbandry
2. intensive animal industry
3. animal keeping (where involving wildlife or bird sanctuary)
4. cropping
5. outdoor sport and recreation
6. utility installation (food or organic waste facility or putrescible waste facility)

Code assessment if located within the Obstacle Limitation Surface (OLS).

Code assessable, if provisionally made exempt or self-assessable by another table of assessment where located on land within:

1. wetland/wetland protection area
2. protected area
3. wildlife habitat area
4. turtle nesting sites, or
5. high ecological value waterway.

Otherwise no change to assessment level.

Any material change of use where the development is self–assessable under the table of assessment for the relevant zone for any of the following:

1. community residence
2. dual occupancy
3. dwelling house
4. low impact industry
5. marine industry
6. medium impact industry
7. research and technology industry

Any material change of use for:

1. child care facility
2. community care centre
3. educational establishment
4. hostel
5. hospital
6. industry involving manufacture or storage of hazardous materials in bulk
7. multiple dwelling
8. non–resident workforce accommodation
9. residential care facility
10. retirement facility
11. shopping centre
12. short–term accommodation
13. tourist attraction
14. tourist park.

Any material change of use where the development is self–assessable under the table of assessment for the relevant zone for any of the following:

1. community residence
2. dual occupancy
3. dwelling house.

Any material change of use where the development is self–assessable under the table of assessment for the relevant zone and involving building work for any of the following:

1. low impact industry
2. marine industry
3. medium impact industry
4. research and technology industry
5. service industry
6. transport depot
7. warehouse.

Any material change of use where the development is self–assessable under the table of assessment for the relevant zone for any of the following:

1. Dwelling house
2. Dwelling unit
3. Caretaker's accommodation
